Samsung Smart Outlet - know when an appliance is plugged in

Is it possible to have a smart app know when a Samsung outlet is drawing power? In the Smartthings App I can see the Watts consumed when an appliance is plugged into it, but could not find in the docs how to read it. I am trying to build an app that will turn it off if an appliance is plugged into it for more than a certain time.
