Need help getting started

Many years ago I created a SmartApp by learning Groovy and using the IDE at graph.api.smartthings.

Now groovy is going away i want to attempt to re create that using the “rules api”. From everything i have read i still cannot figure out how to start using this rules api…

Could someone point me to something that lays out the steps simply:

eg:
Set up the dev environment. Guessing it cannot be done via the rules section of the smartthings app.

Testing

Deployment to my hub. Its just for my use.

Any help/advice will be greatly appreciated. Thanks much.
