GE Smart Fan Control and Hunter Original Fan

I am replacing an old X-10 Fan Speed controller with a GE Smart Fan Control 12730. The X-10 was working fine with this fan on/off/speed control. I put the GE Fan Control in it’s place and paired it to my spartthings hub just fine. Full on and Full off work just fine. Speed control is another story. Anything below 70% and the fan is essentially off and at 70% it seems to start up but at full speed. The fan is a hunter Original which is just a very basic AC motor, nothing fancy. Do I just have a bad GE switch or is it not compatible with this fan. I have another one of these switches on an Emerson fan it works just fine. Any experiences or suggestions welcome.

Well I may have answered my own question. I got a replacement switch and it acts exactly the same way.
