Actually, it was named WebCoRE because the UI for creating rules was moved to a web interface from the mobile app. Nothing to do with where the Pistons execute since all custom code, including the original CoRE, runs in the cloud. 
There are rumors that the new official feature, the “Rules API,” Will eventually be able to run some things locally, but no timeline and no confirmation and it doesn’t, yet.
