The tablet will have to already have an IR blaster built-in. That’s mostly older android phones. Anyway, see the following thread for discussion:

Is it possible to use smartthings to send commands to an IR blaster on a smartphone that is stationary in front of my AV equipment, through a voice command to Google Home.
