Z-Wave Garage Door Sensor - Delay notification?

Very new to SmartThings but love it so far. I looked a bit on the forum and couldn’t find an answer…
I recently purchased the “Monoprice Z-Wave Garage Door Sensor“. Is there a way in the SmartApps to setup a notification to send if the garage/senor has been open for more then 1 hour and if the garage/sensor is open after 10pm?
The Notify Me When SmartApp did seem to be that customizable.

I’m all for webCoRE. However, I have helped friends that are more comfortable with just smart apps. For them I set them up with Super Notifier.
