Smart bulb power-on programmable options

Does anyone know if this can be done on my SmartThings V2 hub?

It would require a custom driver.

I’d really like to have the bulb revert to the previous state.

I actually prefer it that way, because in case of an emergency or if your Zigbee network/hub is down, you can still operate the lights manually.
