They’ve now officially said there is not going to be a migration tool, if that’s what you’re asking. 
If you’re asking about new hardware, it’s not officially v three, but there will be a new version of the SmartThings hub included with the Samsung connect home Wi-Fi mesh router. Note, however, that they’ve already said that version of the hub doesn’t have any new features, it’s just integrated with the WiFi mesh device.
