"Has Barkley been fed" with more options

I’m looking for a SmartApp that will give me a notification when an open/close sensor has NOT been opened by a particular time. The closest I could find are “Has Barkley been fed?” and “Elder Care: Daily Routine”, however I was hoping for more notification options, and both just allow you to send a text message to a single number. Ideally I’d like both my husband and I to receive an app notification and a text message if the sensor hasn’t opened by a certain time, twice a day.

Anyone know how I can do this?

Edit: I guess this: Rule machine - as per the app developer, this app is no longer available for new installs, distribution, or support
I’ll have to figure out how to install that later.

Yes… Sorry for the vague suggestion: Rule Machine is much less complicated than it looks (installation is easy…), but as for Rules, start with a simple scenario, add more conditions, go back and read the instructions and Topic, etc…
