Have you had a chance to look at the “canary bulb” Power outage management smart app? It uses an individual zigbee bulb coming on power as an indicator that power has been restored, so it should have what you want.
Read the thread about it, however, because the author found out that different brands of bulbs had different behavior in this circumstance, and not all report a power restored condition.
