Window Shade button is always sending "Closed" events

I’ve noticed that whenever I press the main window shade button, it always sends a “closed” event (shown in the 1st figure). It doesn’t seem to send an “open” event. However, if I go into the device’s page, and choose “open” from the pop-up menu, it correctly sends an “open” event (show in the 2nd figure). Why is this happening, and how can this be resolved?

Probably it is the nature of how that tile was designed for the new app.

@jody.albritton, is it possible that something is wrong with this behavior? Or the design dictates this? I understand the frustartion of the user, who would like to use it the same way as a switch.
