Will the SmartLighting SmartApp come to an end when Groovy/IDE finally comes to an end?

How to install smart apps here

Add SmartApp is not available as an option in the NEW Apps

Any idea where the Add SmartApp option went? I have developer mode activated but all I see is Add scene and Add routine.
