Is it possible to configure the system to send out text messages when the Hub is offline
Is it possible to configure the hub by web interface? i.e. am I limited to a smart phone app?
The current system can/will send you a “push message” on devices which have the SmartThings Mobile App installed.
What do you mean by “configure”? A significant, but still limited, amount of stuff can be configured, edited, etc., via the web screens in the API pages:

I get a text message whenever ST is having degraded performance. I don’t show important people my setup when that’s happening
