SmartThings hub shows connected with steady blue light

Have Smart Things V3 Hub (IM6001-v3P), new from box. Shows connected in app, but with steady blue light. When setting up, showed 0% then error code 33-702.

Multiple resets, soft and hard, tried Ethernet cable, WiFi and data thru phone hotspot…no help.

EEROs router…apparently does not allow port disabled trick.

What do I do next? About to return it to seller (AAFES) as broken.

Use the other trick

Block domain ntp.org

Reset hub and add to app

Remove block of ntp.org

Use parental control to block if that is all that is available.
