My air conditioner (3,5 kW AR12KSWSBWKNZE) always shows offline.
I removed it and tried to add it again.
Fails.
Registration also gives error code 31-164 on both the iPhone 12 Pro and Samsung S20 FE.
On one occasion the tooltip said it might not be mine on the device.
I wrote to support, but they don’t respond

Im having exactly the same problem with my MIM-H03 device ( my interface for A/C multisplit) .
My issue started with a offline device and then o tríed to reset the conection . When i tríed the registration again, the smarthings app cant register my device and the proccess cant finish .

I live in France and I have the same registration incident as you (31-164) for the same model of air conditioner.
