Apparently it’s illegal to use the Us z wave in Australia - I’ve just found out 
the question is if it’s possible to change the z wave of the Hub and other equipment?
No. Not possible for the Hub and most devices. Some rare Things might be configurable.
I can’t make any suggestions, but can inform you that there are a non-trivial number of SmartThings customers in Australia. Perhaps they are only using ZigBee and IP devices.

You can do a search for Australia here in the community and see all the topics created and users that are running SmartThings. You can even reach out to those customers that are using it to get a better idea of what they might be doing and how it might be working out for them 
Some of these customers have simply turned off Z-Wave on the SmartThings hub and as Terry stated have added Zigbee and Wifi connected devices.
