Smart Plugs And Temp

I would like to create something that monitors AccuWeather. When the temp for my zip code is between 25 and 32 degrees, the plugs would be on for 15 minutes, off for 45 and back on for 15 etc.
Between 14 and 25 it would be 30 off for 30.
Below 14 degrees it would just stay on all the time.

Any suggestions?

Take a look at this Weather Color Light Sample that SmartThings has. It manages the proper SmartApp configuration, scheduling and subscriptions to the Open Weather Map API.
