Smart app to set multiple light on / off / dim conditions

Greetings,

I'm looking for an existing app to set up a "scene" to turn off certain lights, turn on others and set dim levels.  It would be really nice to be able to set different dim levels on different lights.

The problem that I am trying to solve is this. I have a “welcome home” app that turns on the lights that I need to make dinner. After a while I want to turn on a second app that turns off some lights and dims others that were used in the Welcome home app.

I certainly need to learn how to write apps but was hoping that something that already existed met my needs for now.

Definitely check out Rule Machine.

It has the ability to Turn on lights, turn off lights, set a dimmer for lights, set a dimmer for a different set of lights.
