Seco Z-wave energy meter not reporting

Hi all,
I have found on used items sale this energy meter SYS-72027-ENL/01, it connected to my Zwave network but generic Home energy meter handler is not working.
I have tryed all energy meter handlers I found, but none worked.

May be it use non standard commands?

On the PDF I found:
Z-Wave Plus LifelineWEM uses the Lifeline association group to send the following commands:Time Parameters Get,Configuration Report,Meter Report,Meter Table Current Data Report,Meter Table Historical Data Report,Device Reset Locally Notification.

I have tired to use Zwave twiker.
The parameter are as per default as online manuals.
Clamp paramenter is strange: “-1” only 0,1, 255 (0xFF) are valid, I’ll try to reverse the clamp but I have already done it.

Also Parameter 9: Enable_CRC16 is not default, Default Value: 1 zwave twiker read 0

I have tried to change some parameters, all but Parameter 9: Enable_CRC16 can be changed by nothing happen.
