[RELEASE] Smart Weather Station Tile Updater and Severe Weather Notifications - Fix Broken Modes and Repeat Notifications

For some reason the temperature tile in actiontiles stopped updating then started working but all icons associated with the weather are gone.

For me (in Canada) very spotty / delayed / not accurate functionality. Ended up taking a different path (use weather info from twc variable.
