Problem installing a new hub v3

Hello everyone

I bought a new Hub but I can’t start the installation process.
I tried several times to do the Hard reset but the Led does not flash green and red.
I’ve already set up several other hubs, but this one doesn’t reset
If I plug the Ethernet cable the Led always turns green.
If I try without the cable, the Led only flashes green.
The hub is new, it came sealed.
Is he defective? Can someone help me?
