Matter itself doesn’t support energy monitoring yet, so matter isn’t relevant yet.
There are definitely some Tuya Zigbee strips which have power monitoring and work with one of Mariano’s drivers, we were just discussing that in another thread. 
Also, there are some kasa wifi models that work locally with a community-created edge driver, but it looks like that edge. Driver is now orphaned, and it seems like people are moving on from that, at least, until a new developer takes up the edge driver. 
I’m not sure whether the eve power strip (which uses thread, but not yet matter) is included in the new SmartThings integration or not, but it’s way more expensive than the others.
