No. Of course there is no reason to fire off commands. No reason to discuss this on a public forum either.
There is no evidence that this has anything to do with ActionTiles. I will work with the user to investigate this issue.

Your routines are still executing. If you don’t want this behavior, you need to remove these and uninstall all SmartApps.
That would certainly prevent this happening again. I’d still be curious to know why it happened though.
Would a way to go to be to work back from the content of the Routines? What events must have happened for those Routines to have been executed? Is there any way those events could have happened multiple times in a minute two days ago and not before or since? Could it have been a fluke?
