Marking "Solution" to Someone's Post?

I know that we have the “Like” Button but how do you mark someone’s answer as “Solution”. I’ve seen this on a couple of post but can’t figure out how to do it…

Is this only available for the OP? There are ongoing threads like getting help with CoRE Pistons but this option is not available.
