Is it possible to Subscribe to Location NotificationMessages?

Lots of SmartApps log their actions to the Notifications feed (via sendNotificationEvent(), sendPush() and/or sendNotification()). Is there a way to subscribe to the Hello Home / Notifications message feed for a location?

Use case: I want to capture the Notifications, analyse/manipulate them and potentially forward them to an audio output (SONOS, Big Talker, etc.)

Personally, I hoped, and still hope, that this is or can be handled via a special Capability Type that SmartApps could use:

Continuing the discussion from Capability.urgentAlert: I was thinking of this idea before reading this, but it didn’t seem to be addressed much in the previous thread. I’m going with the recommended “spinoff”. With notification services being used (such as Pushbullet), it might be useful to have a sendMessage capability that utilizes a push(message) command. Then smart apps could be written to include all notification service devices rather than having to focus on one service.
