I might be missing something but I was wondering if there was a way to create routines on ST that can set lamp levels and colors on Phillips Hue lights. I see that I can turn them on and off with a routine I just dont know how to set the color and such when it comes on.

For brightness/level in routines… Look here in any of your routines where you use hues…set dimmers to level. Not sure about built in color changer. Others may chime in.I use third party app for the colors and it will stick when you turn on/off with ST routines.
Using the light wizard you can change color and brightness on mode change. So in your routine set a mode to be set, then in the light wizard set your hue to turn on when mode changes.
