Honeywell 39339 z wave dual outlet

I was able to connect to ST. Is there a device handler to operate each outlet individually?

Unfortunately, no. The device’s own design always operates the two sockets together. From the product description on the manufacturer’s site:

Outlets are controlled at the same time (CANNOT be controlled individually).
