Many Zwave devices have various settings (“parameters”) you can change to your liking, with the understanding that on batterypowered devices this can affect battery life significantly. For example, a motion sensor might let you reconfigure the sensitivity, or a temperature sensor might allow you to change how frequently it reports. And quite a few of the new Edge Drivers will expose these parameters on the device’s details page, making it easy to review and change parameter settings. So far, so good. 
However, it is important to understand that while these changes normally take effect immediately for a mains-powered device, most manufacturers of battery-powered zwave devices design them to only apply configuration changes every 4 hours. Or maybe even once a day. This is done to save battery life. Until the next application time, the commands will just remain queued up on the hub, waiting until they can be delivered. 
This has nothing to do with Edge Drivers, or SmartThings for that matter: it is a decision on the part of the device manufacturer. When you add a new zwave device to your network, the parameter settings get applied immediately as part of the join process. But if the device is already on your network and you want to change the parameter values, you may have to wait awhile for the change to take effect.
If you don’t want to wait, check the user manual for the device to find out how to get it to accept configuration changes immediately. Usually there will be a button you press on the device to wake it up. 
So: mainspowered zwave devices like light switches will usually accept configuration changes immediately. But batterypowered zwave devices like sensors often queue configuration changes for several hours. Check the user manual for the device to see if there’s a way to speed up the process.
