I contacted support and the usual excuse:
You’ve gone through a good amount of troubleshooting here but since the panel is out of warranty and the ADT panel is displaying “CLAIM CODE UNAVAILABLE” you will need to purchase a new Hub. We recommend you to buy our latest version hub V3.
