It may happen sometime, but Samsung has not announced any plans in that direction.
If you are interested in something very similar to smartthings ( but from a very small company) which does operate locally without Internet, and you have a good technical background, you can take a look at Hubitat. A number of community members are now using both, getting the local operation from Hubitat. But it’s a very new product and rapidly evolving, so right now it’s essentially still in beta, one reason that you do need a strong technical background for it at this time.
