Can the Hub Inactive / Active Notifications be Used To Trigger Actions?

As per the title ‘Can the Hub Inactive / Active Notifications be Used To Trigger Actions’.
What I am after is this.
After a power cut I have some devices integrated that when power is restored will come back powered off.
These need to powered on.
So I’m thinking, when the Hub comes back online after a power outage, a notification ‘Your SmartThings Hub At Home is now Active’.
Can this somehow be captured and then trigger an action in CoRE or some other app.

I have a work round where I get CoRE to turn the devices on every hour, whether on or off, to make sure I get them back powered up. Albeit with a maximun downtime of 60 minutes.

I’ve been thinking about this.
How about asking an app, maybe CoRE, to poll the hub to see if it’s on line or not.
If not set a variable to true.
Then if hub is online and variable is true, do something.
What do you think?
