That would be a cool skill, but at the present time no.
To be able to do that officially, Amazon would have to get Alexa certified as a fire safety device, which is a whole separate process they haven’t gone through.
To do it unofficially, Amazon would have to enable text to speech (TTS), which is something that a lot of people want, but just isn’t available yet. Once Amazon adds that capability, then SmartThings could use it. See the following topic:
