Turns out for it to work you need the Hub on a VPN
So far i have done this
Setup a VPN for the hub only ( Reset the hub and let it download firmware etc again)
Setup a android phone on a VPN
Install Smartthings with the VPN on and register for a US account
Input join code to hub ( hub should be on VPN)
Home security then appears
I have also turned off the VPN on the android after, and it seems the home security block stays there ! but unsure if it works as i have no sensors connected.
Will do some more testing at the weekend 
as i have a spare hub.
