Activate Alert if Electrical Circuit Closes

I have a well with a large water storage tank. In tank are two float valves. I want to trigger an alert to my SmartThings home set-up if/when the lower float valve closes (essentially, closing a low-voltage electrical circuit.) Is there a device which can alert SmartThings network when an electrical circuit closes?

There are several ways to do this depending on the exact details of your setup, but the Mimolite is popular.
